We launched an alarm on the Italian presence at the university level in the world as a result of serious concerns reported by many readers, particularly in Australia. Concerns - notes Hon. Marco Fedi - that the Directorate General for Cultural Promotion and Cooperation of the Ministry of Foreign Affairs assures us is not related to the adoption of new criteria, but simply the need to make better use of resources - which fell dramatically over time - that the laws of budget to provide this presence in the universities of the world.
I believe is essential to ensure timely use of resources that the Italian government has abroad as I believe it is necessary to envisage a coordinated use, and avoiding conflicts with other actors in the area, such as cultural institutes, government managers, cultural officers, head teachers, is an excessive fragmentation of resources.
This role of "coordination" should be entrusted to the console tree and must take into account the context in which the university operates, from the number of hours of direct teaching and lesson preparation to the real opportunities to create a larger program of cultural presence in the consular district.
While appreciating the reasons for a periodic review of our spending - which is dictated by budgetary reasons - hence the need for a review also points to retrain - dobbiamo ribadire che le scelte del Governo hanno ingiustamente penalizzato, in Italia e nel mondo, questo settore.
Ricordo inoltre che questi temi, anche in una logica di condivisione delle scelte, andrebbero affrontati e discussi nell’ambito del piano paese che dovrebbe occuparsi anche del livello universitario.
Per queste ragioni invitiamo la rete diplomatico-consolare, il Ministero degli Affari esteri, le Direzioni Generali competenti e le rappresentanze degli italiani nel mondo, Comites e Cgie, a verificare che nel piano Paese si affronti anche il livello universitario. Altrimenti il rischio è che si cada in un’eccessiva “discrezionalità” sia nei tagli sia nelle decisioni: in questo momento abbiamo bisogno invece maximum transparency.
